In standard German, the adj. "voll" means "full"; the slang meaning is "plastered/canned" as adj. and "very" ("voll gut" = "very good") as adv.

term would be 'drunk' or 'wasted'.

Literally translated: To reach a green twig, to come onto a green twig. If somebody has success it is said he/she 'kommt auf einen grünen Zweig'. Sometimes used in the negative: 'wird nie auf einen grünen Zweig kommen', will never rech a green twig, will not have success.
